PURPOSE:To facilitate replacement of the wiping belt and washing of the washing container by incorporating both a mechanism for bringing the wiping belt into pressure contact with the end surface of a panel and a mechanism for washing the belt and by using a movable rack to move a device for wiping the periphery of a color cathode-ray tube back and forth. CONSTITUTION:An air cylinder 6 is used to drive a belt structure 4 which has a wiping belt 3, a coupled roller 13 and a wiping and a drawing roller 9 and 16. A wire 24 and a plumb 8 are used to bring the belt 3 into contact with a panel 1 with given pressure to wipe off a surplus application agent adhering to the end surface of the panel 1 of a cathode-ray tube. The wiping belt 3 can be continuously washed in a washing container 5. The belt 3 is replaced by moving the device on a rail 15 and separating the belt structure 4 from the fixed metallic part 23 of a fulcrum 17. Additionally, the washing container 5 can be washed. Accordingly, handling of the device can be significantly improved.
