PURPOSE:To enable a flow control of river water to be promptly realized and enhance economical efficiency of a plant and its controllability, by using information required for performing normal generating operation and controlling a flow for use of generation in the downstream of a river to be limited with no necessity for directly measuring the flow for use of generation. CONSTITUTION:While a hydraulic power plant is in operation, a central processing unit (CPU)2, first subtracting a lower pond water level LWL from an upper pond water level UWL, calculates a static head ST. Next the CPU2, selecting by this static head ST a PQ curve from a memory 4 storing a relation between generated power P and a water quantity Q in use, calculates a quantity QX used in the present generation by using said PQ curve. Subsequently, the CPU2, after it calculates a river downstream flow limit value QO given as a time change from generating operation starting time tO, calculates QX-QO for comparing said limit value QO with the flow QX for use of generation, gener ating a guide vane closing direction command L when the difference DELTAQ is positive (QX>QO) while a guide vane opening direction command U when the difference DELTAQ is negative (QX<QO). |
