PURPOSE:To obtain a high safety by impressing a driving voltage to drive a control element by an impressing means, and when the impressing voltage is impressed, generating the voltage necessary to write the data into the data memory by the impressing voltage with a generating means. CONSTITUTION:A pressure rise circuit 6 generates a writing voltage VPP of 21V and a control voltage VCC' of 5V in accordance with an action voltage VCC of 5V from a terminal 2a of a connecting part 2, and for example, is composed of a DC-DC converter. Thus, the writing voltage VPP is impressed to a data memory 4, and the control voltage VCC' is impressed to respective parts of a CPU3, a data memory 4 and an interface circuit 5. The writing voltage VPP to the data memory 4 by the above-mentioned pressure rise circuit 6 is impressed in accordance with the control signal supplied from the CPU3 at the time of writing the data.
