PURPOSE:To restart immediately a normal operation with a handling device for recording medium when an electric supply is applied again after a service interruption, etc., by detecting the state of an arm member which supports a sucking head for the recording medium through an encoder. CONSTITUTION:A handling unit 1 consists of an arm unit 7 and a shift control mechanism 8 and shifts a floppy medium 3 and a separator 4 to an inspection unit 5 and then sends the medium 3 to a storing part C. An encoder is provided with an encoder plate 100 fixed to the shaft of the unit 7 and photodetecting elements 111a-115a and light emitting elements 111b-115b. When a current is supplied again after the service interruption, a sequence control circuit in a control unit 11 discriminates the specific state of the working sequence of the unit 7 from the states of the output signals S1-S5 of the elements 111a-115a. Thus the operations of a motor and the unit 5 are controlled and a normal working sequence is reset quickly.
