PURPOSE:To provide a system construction capable of displaying both functions of snow thawing and heat collection by assembling a heater in a heat storage vessel used for heating water by solar heat collection and adding an auxiliary pump for agitating water which operates in synchronism with a circulation pump to the heat storage vessel. CONSTITUTION:During the heat collecting operation, a snow thawing and heat collection changeover switch 16 is set at a heat collecting position, and a heat medium (such as water) heated by solar heat irradiated to a mat 1 is circulated to a heat exchanger 3 to heat water 9 within a heat storage vessel 8. When the temperature of water 9 rises and the difference in the temperature of water and that of the heat medium is less than a set value, the operation of the circulation pump 2 is stopped. In the case of thawing snow, the changeover switch 16 is changed over to the snow thawing side, an auxiliary pump 11 is operated in synchronism with the circulation pump 2, the water 9 is heated in a heater 10 while flowing and agitating the water 9 in the heater 10, and heat is transmitted to the heat exchanger 3. As a result, the heat medium circuiting to the mat 1 heated and the temperature of the heat medium is raised, and snow is thawed by the heat radiation from the surface of the mat 1.
