PURPOSE:To prevent fingerprint or flow to be attached to a recording disk by so arranging that the recording disk can be inserted with the casing into the recording and reproducing device in case of exchange of information with the recording disk. CONSTITUTION:When a disk casing is inserted, a pin 82 attached to the end of a turning member 78 abuts on driving member 28 positioned at an access opening 40. By shifting the disk casing in the direction of the arrow mark F and turning the turning member 78 in the direction of the arrow work E, the shutter driving piece 28 is moved in the direction of the arrow mark G, and the disk casing is halted at a position a shutter 30 is opened completely. Thus, when information exchange is effected with a recording and reproducing disk 2, the disk can be inserted with the disk casing into the magnetic recording and reproducing device 84, so that it is possible to prevent fingerprint or flow.
