PURPOSE:To continuously form a uniform film comprising a surface modifier to the surface of an article to be treated, by performing the blowing of mist and air to the article to be treated in a rotary treatment tank and a rotary drying tank both of which are inclined to one side. CONSTITUTION:An article to be treated such as a fiber product or a synthetic resin molded product is received in a hopper 11 and mist comprising fine particles generated in a mist generator 8 is sprayed into a rotary treatment tank 5 from a duct 9 and, at the same time, a motor 17 is driven to rotate a rotary cylindrical body 2. By this mechanism, the mist in the tank 5 is stirred along with the article to be treated and mist is uniformly adhered to the surface of the article to be treated. The article to be treated is fallen while rotated because the tank 5 is inclined to enter the adjacent rotary drying tank 6 and the moisture or solvent of the adhered mist is dried by air injected in the rotary tank 6 and exhausted from the exhaust apertures 14 provided to the outer periphery of the tank 6 to form a uniform ultra-thin film to the surface of the article to be treated.
