PURPOSE:To read correctly a postal code number written outside entry frames by reading a specific area on postal matter by a reading means, dividing character information into plural blocks and discriminating a block corresponding to the postal code number, and comparing and judging on the reliability of the recognition result of contents. CONSTITUTION:When the postal matter P is conveyed as shown by an arrow (a), a scanning part 1 scans the visual range 3 on the postal matter P optically and performs photoelectric conversion to output a pattern signal to a character detecting and segmenting device 14. Then, the block corresponding to the postal code number is extracted and detected and segmented, character by character; and the respective characters are normalized by a normalization part 15 and supplied to a recognition part 16. Then the characters are recognized by being matched with reference patterns of numbers in a dictionary 17 and recognition results are outputted to a decision part 18. Consequently, the postal code number (100) having the highest reliability among candidate data corresponding to the visual range 3 is outputted as a decision result, so that the postal code number in the visual range 3 is read securely even when a character (noise) 6 other than the postal code number is entered in entry frames 5.
