PURPOSE:To control the damage of a medium by absorbing or relaxing the impact force of a magnetic head and to obtain the title magnetic recording medium having durability by providing a buffer layer having elasticity to a base material, and forming a magnetic layer on the buffer layer surface when a magnetic film is formed on the base material by coating. CONSTITUTION:A buffer layer 3 of polyurethane, polyolefin, etc. having elasticity is formed on a base material 1 of polyester, etc., and then a magnetic film 2 is formed on the layer 3. The mechanical force exerted by a recording and reproducing magnetic head in the thickness direction or in the traveling direction is sufficiently absorbed or relaxed, the damage of the magnetic film 2 is prevented, and the durability of a magnetic recording medium improved.
