PURPOSE:To raise the signal recording density per track by recording a sound signal subjected to pulse code modulation on a magnetic tape, which is stopped after being fed interruptedly, after compressing the time base of this signal and subjecting the sound signal, which is read out from the magnetic tape which is stopped after being fed interruptedly similarly to recording, to pulse code demodulation at the reproducing time after expanding the time base of this signal. CONSTITUTION:In this magnetic recording and reproducing device 1, a magnetic tape 2 is run interruptedly at a prescribed skip ratio, and a rotary magnetic head 8a records or reproduces signals on the magnetic tape 2 which is stopped. A sound signal recording means 15 which subjects the sound signal to pulse code modulation at the signal recording time and supplies the signal to the rotary magnetic head 8a after compressing the time base of the signal at the same ratio as the skip ratio by a time base compressing circuit 14 and a sound signal demodulating means 18 which subjects the sound signal, which the rotary magnetic head 8a reads out from the magnetic tape 2, to pulse code demodulation at the signal reproducing time after expanding the time base at the opposite ratio of the skip ratio by a time base expanding circuit 17 are provided.
