PURPOSE:To conform automatically an other party's speed even when a transmis sion speed is unknown or changed by detecting change of serial data input signals, measuring time between changes and specifying speed of transmission of receiving data. CONSTITUTION:A terminal equipment is enabled to receive by a key inputting device 1, and change of serial data at the time of receiving is detected by the level change detecting device 71 of a controlling device 7, and the output is given to a clocking device 72. The device 72 measures time between changes detected by the device 71, and obtains unit time of speed of transmission from the other party by a unit time judging device 73 from the result of measurement of the time plural times. Transmission speed of receiving data is specified by judgement of the device 73, and dividing value of a frequency dividing device 6 is determined by a dividing value determining device 74 to conform receiving clock to the other party's transmission speed automatically, and the dividing value is set to the device 6 by a dividing value setting device 75. The device 6 divides the clock from a clock supplying device 5 by the set dividing value and supplies to an S/P converting device 4 to make operation conformable to the other party's transmission speed.
