PURPOSE:To shorten the packet transmission processing time of a center and the packet receiving processing time of a terminal equipment respectively by returning responses from respective terminals equipments with the delay of a previously set time at the transmission of one packet transmission from the center. CONSTITUTION:A terminal equipment 2 has a communication control part 20 and an address part 23 is constituted of a terminal connecting circuit discriminating No.21 and a No.22 indicating the response order for simultaneous information. Thereby, the address of the terminal 2 is 100 e.g. In said constitution, each terminal terminal sets up a self-address as the initializing of operation, generates a response packet for simultaneous information and sets up a delay time up to sending to (data transmission time for one terminal + packet receiving processing time of center for one terminal) X (address part response order No. of terminal equipment). Each terminal sends its response for a command packet from the center device 1 with said time delay.
