PURPOSE:To operate an optional static picture in accordance with the sense of an editor to rerecord the picture by storing an outputted input/reproducing video signal in a storage means, applying a specific effect to the stored input/ reproducing video signal on the basis of the output of a specific effect command signal generating means and outputting the video signal having the specific effect to a recording medium. CONSTITUTION:At the reading of the contents written in a video signal memory 73, an image of 8-bit picture element gradation can be reproduced by 256X256 picture elements normally by controlling the same address as that of writing and a data signal conversion part, but when a specific effect command signal 81 is inputted to a memory control circuit 75, an impressive picture formed by reducing the gradation of each picture element by 4 bits can be obtained or a mosaic picture consisting of 64X64 picture elements can be equivalently obtained by changing the address control. Thus, the video obtained by changing an original video by a specific effect can be recorded in a magnetic tap 1 by turning a recording selection switch 80 to the contact (e) side simultaneously with the start of recording operation in a recording mode.
