PURPOSE:To hold the improved degree of an SN ratio at its maximum every frame and to improve its response speed by determining the factors of respective multipliers on the basis of the data output of a static frequency 1-frame memory. CONSTITUTION:When a motion detecting circuit 7 decides that a picture image is transferred from the static state to the operating state, the value of a counter 8 is turned to '0' and data '0' is written in a position corresponding to the same picture element in the static frequency 1-frame memory 9. The data stored in the memory 9 are outputted to the succeeding factor generating circuit 10. The circuit 10 determines an optimum factor K for noise reduction against static frequency, outputs the factor K to the 1st and 2nd multipliers 2, 3 so that the data in the static picture image state are reduced at their noises most efficiently and outputs the noise-reduced data from an adder 4 to an output picture image signal terminal 11.
