PURPOSE:To exclude a negative component from a chrominance and a luminance signal by obtaining the output chrominance signal from a differential signal, substracting the output signal from the signal which delays an input color video signal for one horizontal scanning period, and obtaining an output luminance signal, when the chrominance signal deciding signal is generated. CONSTITUTION:From the signal which obtains an input color video signal respec tively through a band-pass filter 12 and delay circuits 13-16; differential signals D2, D0 and D1 are obtained by substractors 17-19 respectively, the existence of the chrominance signal is decided by a chrominance signal deciding circuit 20, and by a chrominance signal setting circuit 21, a switch circuit 38 and a band-pass filter 51, the output chrominance signal is obtained from chrominance signal deciding signal generating time differencial signals D0, D1 and D2. By a 1H delay circuit 52, a delay circuit 53 and a substractor 54; from the signal in which the input color video signal is delayed for one horizontal scanning period, the output chrominance signal is substracted and the output luminance signal is obtained.
