PURPOSE:To enhance stirring effect, by packing a large number of stirring chambers provided in a slow speed stirring tank with a large number of hollow medii and allowing a suspension to pass through said medii to generate vortex streams by the contact and collision with said medii to perform slow speed stirring. CONSTITUTION:The suspension having a flocculant 3 added thereto in a high speed stirring tank 2 is guided to a flocculation tank 5 and successively flows through a large number of stirring chambers 7a, 7b... partitioned by perforated plate like partition walls 6 so as to be provided to a water flowing direction. At this time, the suspension is contacted with hollow medii allowed to pack to stirring chambers to be brought to a turbulent flow state to generate vortex streams. Slow stirring is performed by these vortex streams to flocculate suspended substances.
