PURPOSE:To make it possible to form ultra-fine air bubbles, by a method wherein an outer cylinder with a flange and an inner cylinder are fixed to a mount metal fitting through a fixing jig and the leading end of the outer cylinder is formed to an open cylindrical shape while the leading end of the inner cylinder is closed and a large number of jet orifices are provided to the outer peripheral surface of the inner cylinder by drilling. CONSTITUTION:A nozzle is fixed to the leading end of a high pressure hose and inserted in a liquid up to a required depth. When pressurized water, in which air was preliminarily dissolved, is supplied to the nozzle through the high pressure hose, said pressurized water is directly supplied to the inner chamber (b) of an inner cylinder 3 from the flow orifice (a) in a mount metal fitting 1 and air is injected in an outer cylinder communicated with turbid water, of which the pressure is lower than that of pressurized water in the inner cylinder 3 from jet orifices 32. Air bubbles are formed by the abrupt lowering in pressure at this time and the impact energy of pressurized water injected in a jet chamber (c) from a jet orifice (c) to the inner surface of the outer cylinder 2 and formed air bubbles come to an ultra-fine particle size to be dis charged into turbid water from a leading end opening part (d).
