PURPOSE:To easily perform the control of water quantity, by inserting an inner cylinder having a large number of jet orifices to the outer peripheral surface thereof by drilling in an outer cylinder to integrate inner and outer both ends and inserting a hollow ram in the inner cylinder in a state movable to the longitudinal direction of said inner cylinder. CONSTITUTION:A head tank 1 is provided in a predetermined depth and a necessary number of nozzles are provided thereto in a protruded state corresponding to the treatment amount of turbid water to be treated or the size of the tank 1. When pressurized water is supplied into said tank, pressurized water is allowed to fill the head tank and flowed into a hollow ram 6 from the inflow port 6b thereof and flowed through the hollow ram to be injected from the outflow port 6b at the leading end thereof to be impinged to a buffer 2c. This pressurized water is injected in the air pump chamber 3a in the outer cylinder 3 from the jet orifices 2a of an inner cylinder 2. At this time, air or gas dissolved in pressurized water is formed into fine air bubbles.
