PURPOSE:To permit engine rpm to converge to idle rpm rapidly and securely by providing a load state index read means for reading the numerical value of a load state index and a valve drive instruction means for issuing a drive instruction to an idle rpm control valve. CONSTITUTION:A load state index difference operation means is provided for evaluating a difference between load state indexes with ignition switch on and off after receiving an output from a load state index read means. A valve drive instruction means, after receiving the output from the load stat index difference operation means, issues a drive instruction to an idle rpm control valve. Thus, idle rpm can be converged to a desired value rapidly and properly.
