PURPOSE:To modify low-grade coal to coal having improved moistureproofness, by carbonizing the low-grade coal at respectively different temperatures in many stages, and bringing the carbonized coal into direct contact with a mixed gas of high tar content. CONSTITUTION:Dehydrated and dried low-grade coal (A) is fed to a carbonization apparatus 20 in the first stage, carbonized at a temperature to generate much water a nd little tar, fed to a carbonization apparatus 21 in the second stage, carbonized at a temperature to generate little water and much tar and fed to a tar application apparatus 30. On the other hand, a mixed gas (D) with little water and much tar taken out of the apparatus 21 in a separate route is also fed to the apparatus 30 and brought into direct contact with the cooled carbonized coal to apply the tar thereto and give the aimed modified coal. Mixed gases (C) and (F) taken out of the apparatuses 20 and 30 are fed to for example a combustion furnace for generating a heating medium fed to the apparatuses 20 and 21 and burned.
