The device, which comprises a case 1 forming a magazine for receiving a pile of successive clips 2 in facial contact, a transverse outlet 11 for the clips located at one end of the magazine, a spring compressor pushing the clips 2 towards the outlet end 11, and a spring-loaded push-rod to push the first clip 2 such that it engages in the outlet 11, is characterised in that the maximum travel of penetration of the push-rod inside the case 1, in the direction of ejection of the first clip 2, is such that the first clip, at the end of this travel, is partially out of the case but remains held by its rear edge 6 and in that one of its faces remains pressed against the edge 21 of the magazine so that it may be bent and opened by hand by the lever effect so that it may receive sheets of paper 23. <IMAGE>
