PURPOSE:To apply optimizingly the titled system especially to a measuring and control system in a plant by processing in parallel the transmission control between a central control station and a field terminal station and between the central control station and a central terminal station to decrease the signal transmission time between the field terminal station and the central control station. CONSTITUTION:The system consists of field terminal stations 2-1-2-n exchanging an input/output signal with a field controller, central terminal stations 4-1-4-n exchanging an input/output signal with a supervisory controller of a central control room and a central control station 1. The central control station 1 consists of a field transmission controller 12 applying polling/selecting system transmission control with the field terminal stations and a central transmission controller 14 applying polling selecting system transmission control with the field terminal station and a signal exchange station 11. In applying signal exchange between the transmission controllers, the signal exchange 11 rearranges the data transmitted from the transmission controller on a memory map according to a table representing a transmission destination to attain the signal transmission with the central terminal station and the signal transmission with the field terminal station in parallel.
