PURPOSE:To make edgecutting operation so easy along with movements of a manhole cover, by making a turning fulcrum of the other end of an overhang arm part, whose one end is provided with a projection part engaging a fixed rod in the of recession on the manhole cover, settable in a body direction. CONSTITUTION:When an insert part 10 of a hanging hook 3 is hooked on a fixed rod 31C of a manhole cover 30 and a body 2 is depressed to the side of a force point 2a, the body 2 moves so as to pull up the side of the hook 3 with a grounding part of wheels 16 of a fulcrum part 4 as a supporting point. And, since the insert part 10 and a turning support point 8 both are in an eccentric state, an upper part of the insert part 10 is pressed to a lower part of the fixed rod 31C with the pulling-up, while an engaging projection 11 is positively engaged with the top of the cover 30, making the hook 3 and the cover 30 both come into a state of being solidly locked together. Under this state, the circumference of the cover 30 is pulled up with operation of the body 2, thus edge cutting is carried out. A lock bolt 21 is loosened to some extent, a fulcrum bracket 15 is moved to the force point side of the body 2, depressing the side of the force point 2a but lifting up one end of the cover 30, and a roller is inset beneath the cover 30 and the cover 30 is drawn out.
