PURPOSE:To reduce misdetection due to noise or the like and to improve the processing performance of a border part between a moving part and its background by forming subtracting circuits, an absolute value circuit, a decision circuit, AND circuits, etc. and adding the function of a semi-static picture mode to these circuits. CONSTITUTION:Subtracting circuits 501, 502, AND circuit 505, 506, an OR circuit 507, an absolute circuit 530, a decision circuit 531 are added as a semi-static picture mode function to a background detecting part 5. The output of an inter- block difference calculating circuit of an objective block is found out by the added circuits 501, 30 and the difference is compared with a threshold Th3 by the circuit 502. When the difference is larger than the Th3, AND between the difference and the output of an AND circuit 513 is calculated by the circuit 506 and an OFF signal is outputted to a signal line 520. When the difference is smaller than the Th3, AND between the difference and the output of a decision circuit 57 is calculated by the circuit 505 and OR between the output of the circuit 505 and the output of an AND circuit 512 is found out by the circuit 507. Thus, misdetection can be reduced and the processing performance can be improved.
