PURPOSE:To reduce occupied space and simplify the constitution of the titled device by providing a signaling function belong to telephone set at the inside of said device, and adding a handset having a communication function to the device. CONSTITUTION:A switch S1 is at all time connected with connection points 1a and 1b side, and is capable of calling similar to a normal telephone set through a handset 10. In case of making a call to an external arbitrary branch, the handset 10 is off-hooked, and the telephone number to be called is inputted using a key-operating part 33. Then a PB signal generating part transmits a signal to call the desired branch, and a normal call is executed by means of the handset 10. In case of a person is confined in the gondola of the elevator, a ''defining'' signal is supplied from a control panel 23 to a communication part 23, and a CPU31, at the time when detecting the signal, confirms whether the telephone line is busy or not. If the line is not busy, a direct telephone call by the call device 20 between confined person ad the operator at the service center.
