PURPOSE:To improve the transmission efficiency of the command data by unifying the command matrices of two systems and transmitting the command data with addition of discriminating bits. CONSTITUTION:The output of a command data setting part 10 set in real time or by adding a command discrimination code to the command data of a program is applied to each device of an artificial satellite from a transmitter 20 via a receiver 30 of the satellite and a command generating part 40. At the command generating part of a command generator, a 1-bit discrimination code within (i+j+1) bits is supplied to a control part 41. While the X and Y data of (i+j) bits and the control signal sent from the part 41 are supplied to a command data discriminating circuit 42, a command data switch circuit 43 and a memory 44 respectively. Thus the real time command data or the program command data is discriminated by a decoder 45 of a single system and delivered to each device.
