PURPOSE:To enhance the detecting accuracy by detecting the valve opening at the time when a main stop valve starts to open in case the steam pressure in the steam pipe between the main stop valve and a regulating valve has risen more than a prescribed value. CONSTITUTION:The pressure in a steam pipe between a main stop valve 3 provided in a steam pipe 1 and a regulating valve 4 is detected by a steam pressure transmitter A. The steam pressure transmitter A compares the present pressure Pa with the pressure Pb before turbine starting which is memoried by a memory storage 18, and judges the beginning of valve opening when the pressure difference of the above has risen more than a prescribed value. Thus, the valve opening at the time when a main stop valve starts to open can be accurately detected to obtain an appropriate offset.
