PURPOSE:To always keep the relative position of the edge of a pan and the surface of the water in normal condition by connecting a suction hose to a vacuum pump through a winding drum, and providing the winding drum with a counter weight on the opposite side to the hang-down direction of the suction hose. CONSTITUTION:A float 2 and one end of a suction hose 1 are connected to each other by a support frame 5, and a pan 3 is connected to the suction hose 1 by a support rod 6 with a screw. A weight 4 comprising a plurality of weights stacked in a block is connected to a float 2 through an arm 7. The middle of the suction hose 1 is fixed to a winding drum 8 by a U-band 12, and a counter weight 9 comprising a plurality of weights stacked in a block is connected to the winding drum 8 by a fitting metal 13 through a wire rope 10. Accordingly, scum is passed through a gap of the float 2 to get over the edge of the pan 3. Further, the scum flows down along the surface of the edge and passes the interior of the suction hose 1 to be sucked and stored through a fixed pipe 23 in a tank 15.
