PURPOSE:To decrease the transmission time and to improve the picture quality by taking notice of quantity of gradation information, transmitting larger quantity of the gradation information earlier, using a minimum code number required for the quantity of the gradation information transferred before so as to apply coding and transfer sequentially to the smaller quantity of the gradation information and coding and transferring the pattern information finally. CONSTITUTION:A picture memory part 102 stores information at each digitized picture element. Then a blocked data buffer part 103 reads each picture element from the picture memory part 102 in the unit of blocks at each block and stores the result as the unit of coding. A gradation separating part 104 expresses the gradation information in a block with two representative gradations a0, a1 to generate the pattern information representing the picture element corresponding to each gradation at the same time. A code synthesis part 108 reads two gradation information values a0, a1 from a gradation information storage part 105, expresses the a0, a1 by the code number transferred from a code number deciding part 106, the pattern information read from the pattern information storage part 107 is added thereto and the result is transferred to a code output part 109.
