PURPOSE:To open a public line after a prescribed time even when a dead lock takes place while a line between a master station and a slave station is connected by preserving an output of a line connection command for a time required for data processing between the master and slave stations and then turning off the said output forcibly. CONSTITUTION:A caller side network controller and an incoming side network controller set respectively a slave station connection end (DSC1), CI depending on the condition of each call response and sets a line connection command (CML) of a communication line. Then a line connection control circuit 14 set by a time required for data processing in advance is started, the CML is turned off by the line connection control so as to open a public line.
