PURPOSE:To collect and remove a floating substance, by providing a power drain means, which forcibly discharges water accumulated in a water sump part to the outside, to a float container while providing a filter member to a flow passage. CONSTITUTION:Water is flowed-in from the inflow port 2 of a float container 1 with a head and filtered by a filter member 3 while filtered water is accumulated in a water sump part 4 and the accumulated water is pumped up by the electromotive water pumping-up device 6 of a drain means operated by a battery 5. The pumped-up water is separated into two left and right directions by the guide pipelines 12, 12' provided to both left and right sides of the water distribution chamber part 11 provided to the upper part of the water pumping-up device 6. The guide pipelines 12, 12' are directed to obliquely rearward directions and water is emitted left and right in the vicinity of the surface of water in an almost equal amount from water discharge ports 13, 13'.
