PURPOSE:To detect a flow rate without restriction due to a flow velocity independently of the kind of a solid material or a semi-solid material flowing into a pipe by providing the pipe with a rotation pipe, a rotational driver and a frictional force detector. CONSTITUTION:A variable speed motor 5 is driven at first, and then the surface 40 of a detection part of a frictional force meter 4 is smoothly moved on the surface of fluid 2 in the (y) direction (the peripheral speed of the pipe 1) at the two kinds of speeds v1, v2 to find out frictional force values f1, f2. The relation between the flow velocity (v) of the fluid 2 flowing into the pipe 1 and its frictional force (f) can be found out by the two kinds of speeds v1, v2 and the frictional force values f1, f2. When the frictional force f0 of the X direction is found out by a frictional force meter 4, the flow velocity v0 of the fluid 2 in the X direction can be found out. The flow rate of the fluid 2 can be measured at an optional position of the pipe 1 by multiplying the flow velocity v0 by the section of the pipe 1.
