<p>PURPOSE:To enable a picture signal to encode, even if the generated quantity of information is uneven in the picture signal, at a low bit rate when it is applied to an estimation error encoding by giving an appropriate limitation against a vector used according to the generated quantity of the information. CONSTITUTION:An input signal from which a difference with an estimation signal from an estimation circuit 11 is taken out at a difference device 1 is supplied to a vector quantizer 3 through a vector circuit 2. The vector quantizer 3 supplies the index of a vector to a code table storage circuit 4 and receives a vector signal corresponding to the index from the code table storage circuit 4. And after the most appropriate vector is decided, the index of the vector is supplied to a gate circuit 5 and also an absolute value R is supplied to a comparator 9. Then, in the comparator 9, after a comparison with a threshold Rth decided by a buffer counter 8, the compared result is supplied to the gate circuit 5.
