PURPOSE:To dispense with a memory circuit of a TCI signal encoder to reduce costs when a solid state image pickup device is used in an image pickup part by connecting the output of horizontal transfer means to the input of the same horizontal transfer means at the time of the first driving. CONSTITUTION:At the outset of a horizontal scanning period, a horizontal input/output connection switch 35 is set to the side A, a horizontal output part 33 and a horizontal input part 24 are connected to each other and the clocks of the period A are supplied to a horizontal transfer clock input terminal 36. When the period A has come to a close, the switch 35 is set to the side B while the output 33 is disconnected from the input 34. At this time, the output signals during the preceding period A are introduced at the input 34, the contents of the horizontal transfer means 32 remain the same as those immediately before the start of the period A. As the clocks of the period B and applied to the terminal 36, output signals as shown are obtained during one horizontal period. As a result, TCI signals can be synthesized by using output signals of the period B as luminance signals and by processing output signals of the period A and using the so-processed signals as broad range and narrow range chrominance signals.
