PURPOSE:To make easy a character recording operation and enhance an operating efficiency by recognizing a construction stroke of a hand writing input character, and checking an interrelated positional relation of respective stroke inputs to discriminate a digit comprising plural strokes. CONSTITUTION:In a character recognizing device for recognizing a character input hand written by an input pen on an input tablet 2, a construction stroke of the hand written input character is recognized every stroke input, an interrelated positional relation of the recognized respective stroke inputs are checked, a digit comprising plural strokes is discriminated, and according to a recognition result of the stroke and a digit discriminating result, the hand written input character is cut out and stored. Thereby, without having a consciousness on left and right sides of a character frame, a character recording operation can be done, so that an operation efficiency is enhanced.
