PURPOSE:To realize a high quality slow moving reproducing picture by running repeatedly a magnetic tape at a running speed at normal reproduction and at a less slow running speed, and reproducing a picture while applying interpolation to the content of a memorizing means in a period except a normal write period when a sub-sampled TV signal is reproduced at a slow running speed. CONSTITUTION:In a slow moving reproducing mode, running of a magnetic tape 30 at a normal speed and a less slow speed are repeated, a reproducing signal having share of four fields is written to a frame memory 6 at normal speed operation. At the same time of a write operation to the frame memory 6, simultaneously, the total area of the first three fields are kept in a state to be treated as dynamic areas and outputted to a TCI decoder 12 which recovers them to a high band TV signals and a fourth field is outputted to the TCI decoder 12 in its original condition at the same time of the write operation to the frame memory 6. The contents of the frame memory 6 are read except a period in which video signal is written into the frame memory 6, and the result is outputted to the TCI decoder 12 after interpolating properly the video signal.
