PURPOSE:To eliminate the undesired inhibition of restart after a stop mode by setting the restart inhibiting time after a restart mode in accordance with the characteristics of a subject device to inhibit the restart for said inhibiting time only and then permitting the restart after the inhibiting time. CONSTITUTION:A CPU1 executes an instruction in a ROM2 and performs the control while giving accesses to a RAM3 and an EXM8 with desired data. Then the CPU1 carries out the control operations, decisions, etc. according to the data given via I/F41, 43 and 44. Then the results of said operations and decisions are sent via I/F42-44. Thus the output data Do is given to each subject device as the start-stop command and at the same time the controlled variable of the flow rate, pressure, temperatures, etc. are detected by a sensor via those subject devices. Then the operation states of the devices are accepted and stored to the RAM3 in the form of the input data Di, and the control operation is carried out including the decision of a restart inhibiting mode based on the contents of the RAM3. Then each command is sent to each control device in response to the result of said control operation.
