PURPOSE:To reduce occurrences of pseudo-signals to form a high grade frame picture by forming a picture signal for one frame which allows a vertical correlation distance of information to approach to a reading out of picture information accumulated in a pickup element (SIT) where a non-destructive reading is possible. CONSTITUTION:In the case of still picture pickup, an unnecessary charge accumulated in a whole image pickup cell is reset simultaneously to control an accumulated hour of charge after shutting a shutter at a prescribed time later. After then, from an SIT2, as n1H and n2H... are read out in turn, odd number field picture signals are formed and as m1H and m2H... are read out in turn, even number field picture signals are formed to obtain the picture signal for one frame. Furthermore, in the case of a moving picture pickup, the reset is performed after reading out a signal and the accumulated hours of charge are decided by a timing of reading out a following signal. For instance, after completion of reading out n2H signal when two resets of horizontal line l2 and l3 are carried out, the accumulated hours for horizontal line l2 and l3 at the time of reading out m1H become equal to eliminate a level difference of signals.
