The system compacts and smooths qranular material such as concrete by vibration, the material beind underwater. The vibration is generated only in the vertical direction and indirectly on the material via the water above it, although in the final phase of the operation the vibrator (10) can be in direct contact with the material top surface. The vibrator can have a flat bottom plate coupled to the vibrating mechanism and can be elastically suspended.
