PURPOSE:To remove a visual observation operation and obtain a quantitative and objective inspecting result by estimating a true brightness distribution from a brightness distribution obtained by an image picking up and a standard brightness distribution and judging an image quality based on a statistic obtained from the true brightness distribution. CONSTITUTION:By a control signal of an image quality judging control section 8, an inspecting pattern signal supply device 3 is controlled, an optimum inspecting pattern signal is supplied to an image receiving set 2 and the inspecting pattern is generated on a surface of the tube of a color image receiving tube 1 to be inspected. By using a color camera moving mechanism 9, a color camera 4 is positioned at a measuring position, an image of the measuring position is picked up by the camera 4 to decompose into three color compositions of R, G, B. Then, by using a brightness distribution measuring section 7, from data of respective memories 6R, 6G, 6B, brightness distributions of an (x) direction and a (y) direction are formed, and a maximum brightness, a maximum brightness coordinate and a standard deviation of an average brightness distribution are obtained. In the control section 8, based on values of the maximum brightness, the maximum brightness coordinate, the standard deviation and like, an evaluation amount of an image quality is calculated.
