PURPOSE:To improve operation efficiency by decelerating the rotation of a fine adjustment handle by a deceleration device, transferring it to an output shaft, and preventing a rotation of a coarse adjustment handle by a damping means. CONSTITUTION:A coarse adjustment handle 26 having a handle 52 is fixed to the second spline 20 with a screw 28, and a fine adjustment handle 30 is connected to a surge generating cam 10 through a shaft 32. In this regard, an output shaft 34 is fixed to the first spline with a screw 36. A damping use fixed disk 38 is pressed in and fixed to a recessed part of a base body 42, and a damping use rotary disk 44 contacting with it by a prescribed force rotates together with the coarse adjustment handle 26. A frictional force between both the disks 38, 44 is adjusted by a damping force adjusting screw 50. In such a state, when the fine adjustment handle 30 is rotated, the output shaft 34 is rotated by a dece- lerated fine adjustment through the shaft 32, etc. When executing the coarse adjustment, the handle is rotated by the handle 52, its rotation is transferred directly to the output shaft 34, and rotated at the same angular velocity asthat of the coarse adjustment handle 26.
