The device comprises, inside a conduit 11 through which an incompressible fluid flows, a first shaped necking element 17, a differential piston 10 subjected on one side to the pressure upstream of the shaped element 17 and on the other side to the pressure reduced by the element 17, a shaped surface 18 of the piston on the side subjected to the reduced pressure and a second shaped element 16 intended to interact so as to reduce the fluid passage by displacement of the piston in a first direction and to increase the head loss to a considerable degree and a spring 15 for returning the piston 10 in its second direction of displacement. The movement of the piston in the first direction starts for a predetermined flow rate QACT of the fluid in the conduit. The phases of operation of the device are pinpointed by a pressure measurement at the conduit inlet end. The displacement of the piston or the head loss on either side of the piston are used to act on a member 24 located on equipment which is activated by means of the device.
