PURPOSE:To protect a security of an IC card by collating and checking the data for identification from an external device and the data for identification in the IC card, and making impossible a data transaction by the card itself when an error occurs continuously for the stipulated frequency. CONSTITUTION:At an IC card 2, a transmitting receiving control part 3 is provided, and gives and receives the data with an external device 1. An identifying data collating part 4 compares the identifying data received from the device 1 with the contents of a collating data memory part 5, and in case of abnormality, reports to an IC card condition control part 6. The control part 6, to which the error is reported, renews an error frequency counting area 8, and in case of the counting value more than the contents of a stipulated frequency holding area 9, the action thereafter can not be executed as a program stop condition. The contents of areas 8 and 9 are assured even after the electric power supply is turned off. Thus, to remove the information, which the card 2 holds, by an unfair means can be prevented.
