PURPOSE:To reduce the generation of sound at the time of starting of record transport and the occurrence of irregular recording by changing the speed of a clock that determines data speed to a recording unit at every line by the variable of the value of a register that indicates the presence of data for how many lines as the unit of 1 line, and controlling not to stop the recording system. CONSTITUTION:At every time decoded data D1 reaches 1 line, a register 5 is made +1 by a decoder, and the presence of effective data in a buffer memory 1 is indicated. One observing this, a controlling device 7 judges that data are effective, and sends the data to a recording unit 8. On receiving data for 1 line, the recording unit 8 records it, outputs a next line data request signal S3 and requests the data of next line. A recording paper carrying motor driving signal S2 can be moved without stopping by making frequency dividing data D3 data that quickens a shift clock (f) when the value of the register 5 is larger than standard of No line, and making data that slows down the clock when the value is smaller than the standard before starting output of next line.
