PURPOSE:To prevent the start of a vehicle with the connection of outer equipment being left incomplete by restraining the traveling of a vehicle when a transmission is not in a neutral condition and without a driver riding, in a Power Take Off (PTO) mode. CONSTITUTION:An output signal of a PTO detector 90, the inverted signal of the neutral detecting signal of a neutral detector 110 which is provided close to a transmission drum 112, and the inverted signal of the output signal of a riding detector 116 are inputted in an AND circuit 106. This AND circuit 106 issues an H-level output signal when a transmission is not in the neutral position and without a driver riding on a vehicle, in a PTO mode. By means of this output signal, the switch 104a of a speed limiting means 104 is opened, to stop ignition of an ignition plug 108 causing an engine 16 to stop.
