PURPOSE:To prevent right and left motors from interfering with each other at the time of steering by controlling the inclination of a pump through a signal from a traveling shifting device by means of a change gear. CONSTITUTION:When a steering handle 25 is operated, signals Sg, Sh corresponding to the operating direction and operating angle of a handle are sent from a steering controlling device 21 to right and left pump inclination controllers 5, 6 to control the inclination angle of pumps 3, 4. At the time of low speed steering, a pump inclination controlling signal Sa outputted from a traveling shifting device 19, is sent as it is, and is outputted, while being reduced in accordance with a handle operating angle, to the inclination controller 6 of the pump 4 corresponding to the inside of turning.
