PURPOSE:To attain the processing with high efficiency in emergency by performing the transmission of a packet on a bus type transmission line in an emergency information process to a polling main station when a state of emergency is detected from a crime prevention/fire prevention sensor by a specific terminal equipment. CONSTITUTION:A bus controller BC1 always monitors the information packet which is transmitted on a bus type transmission line 19 and also receives the switching request packet for access control mode addressed to the BC1 transmitted from the terminal equipments (Ti, i=1-4). Each equipment Ti is connected to the BC1 via communication controllers (iFun, n=0-4) set on the line 19. An external information sensor 18 receives the emergency information packet transmitted from the BC1 and a GW2 via a public telephone network 17 and informs it to a human being. A security supervisory unit 7 always monitors the states of a fire sensor 14, a smoke sensor 15, a crime prevention window sensor 16, etc. and also gives information to a terminal equipment (T1)3 in case a state of emergency is detected by a sensor.
