PURPOSE:To excite molecules of fuel oil and reform it to have excellent combustibility in a simple device at a low operation cost, leading to saving of oil and prevention of environmental pollution, by generating an electric field between specified electrodes and passing the fuel oil through the electric field. CONSTITUTION:Three electrodes of the same polarity 3 made of a conductor such as copper are placed at given intervals in a long box-shaped closed metal casing 2 of a fuel oil reforming unit 1 and electrodes of different polarity 4 are positioned between the electrodes 3 at an interval of 0.5-10mm. Insulating plates 9 are placed between the casing 2 and the electrodes 3 and 4 for insulation. Then an electric field is generated, e.g., by connecting the electrodes 3 and 4 to a power source of 3,000-20,000Hz. A fuel oil such as C heavy oil is introduced into the casing through an inlet pipe 7 so that molecules of the oil may be excited with a high frequency or a part of the oil may be decomposed. The oil reformed to have improved combustibility is made to flow out through a processed oil discharge pipe 8 for supply to boilers, engines, etc.
