PURPOSE:To distinguish a fire from other faults by making use of a fact that an igniting fault serves as a light source by itself and detecting the change of a picture produced between illumination ON and OFF states. CONSTITUTION:A picture input part 1 consists of a TV camera, an A/D converter, etc. A memory part 2 contains a pair of reference screen frame memories and a pair of present screen frame memories for illumination ON and OFF states. An illumination part 3 blinks a visible light or infrared-ray lamp in a fixed cycle. A control part 4 contains a CPU which controls each part, a ROM for storage of a control program and an input/output circuit. In a normal mode both illumination ON and OFF pictures are fetched alternately and it is monitored whether an illumination ON picture has a change or not while the reference picture is displaced. When a change of the illumination ON picture is detected, the present illumination OFF picture is compared with the reference picture. Furthermore, an igniting fault signal is outputted when a change of the illumination OFF picture is also detected. While a non-igniting fault signal is delivered if no change is detected with the illumination OFF picture.
