PURPOSE:To operate a card without supplying a clock pulse from a reading and writing device side by incorporating a clock pulse oscillating circuit into an IC card having a non voltile memory and a microcomputer. CONSTITUTION:When the IC card is inserted into the card reading and writing device to input a read or write command through a keyboard, a drive voltage and a reset signal are supplied to the electric power source terminal of the IC card. The clock pulse oscillating circuit 4 outputs the clock pulse of frequence matching to the microcomputer 3, which starts its action, reads data from the non volatile memory 2 at the required transmitting speed in accordance with the control procedure stored previously in a ROM3c, and starts writing. One IC card reading and writing device can reads and write IC cards having clocks of different operating frequencies.
